Mine idles 50-60C, and has for about a year.
The normal temps are anywhere up to 105 C, these cards with passive cooling can get even hotter, but every 10 celsius halves the life of a chip. Your card is fine, you should spend the money on a new card instead of cooler.

my HD 4850 fried on christmas.. so i had to go back to my 8600GT 512. its not a super powerhouse, it wont play crysis well, but it can handle modern warfare 2 and others. ^^ just dont expect to have settings set to max. maybe 1024×768. =P i never do high res gaming anyways
